No one will ever praise MotionGIF for its striking beauty or wide range of features, but it's a (just) tolerable bargain-basement tool for creating and modifying animated GIFs. It installs and loads quick as a flash. The interface, a confusing array of toolbars and windows, is less user-friendly. However, a little time with the help file will have you swapping animation frames, setting delay intervals, and adding transitions such as wipes, fades, and covers. The program includes a bare-bones graphics editor with a basic array of shapes, fills, and effects. You also can drag and drop animations off the Web. However, an apparent glitch causes imported frames to wander progressively off center. Note too that the demo supposedly limits animations to three frames, though we made GIFs with more. Clearly, this is no tool for professionals, but if you just want a quick-and-dirty animation for your personal Web site, MotionGIF may fit the bill.
