Editor's review of IconForge
Using the same icons, cursors, and wallpaper is like having houseguests overstay their welcome. IconForge lets you give your desktop a new personality with icons and cursors created from scratch or from existing images. This simple-to-master program employs tools common to many basic paint programs. IconForge is designed to work with small graphics, so every modification is made at the pixel level. Pixel by pixel, we were able to easily create icons from scratch using a full set of painting tools, patterns, and effects filters. Although it lacks a history panel, which would let you select from a list of previously performed actions to revert to a specific point, we found the utility packed with tools that made the creation process a snap. In addition to its basic function, IconForge comes with several other tool functions. ImageForge edits larger images prior to importing; ActivIcons places animated icons on your desktop; and Distribute Icons lets you pack icons into an installer file. Anyone looking to spruce up his or her PC can benefit from this program.

IconForge
Pretty cool.

Pros: I found the animation controls better than usual.
Made for speed once you get used to it and get it set up.
Tons of resolution & color options.
Lots of import formats.
Cons: Very minor: Doesnt use MS controls, so for instance hitting "enter" won't default the "ok" button. Oh, dread! :)
Other than that I can't find a thing to hate. I'm guessing the previous post about heuristic scan presuming malware is false positive because there is a security risk for animated icons.

Be aware!!! Could be a malware/virus?

Cons: My AntiVir says:
Virus or unwanted program 'HEUR/Malware [HEUR/Malware]'
detected in file 'C:\Program Files\IconForge7\is-IL8FM.tmp.
Action performed: Move file to quarantine
I didn't (of course) install it. And I don't want to spend time to find out if the program are dangerous in any way. This is the first time I downloaded anything from download.com with a warning from my virus control.

Oh sure, its pretty alright.... Pretty annoying!

Pros: Aesthetically pleasing to the eye. Deceptively exudes a professionally created interface obviously put together by someone quite skilled in computer graphics design.
Unfortunately... beauty is only skin deep here.
Cons: How people can rate this program above 1 star is amazing.
This graphics "tool" felt more like the adventure games from the 80's where the object was to try every arcane solution to solve the problem, using the most non-intuitive means.
There was a serious bug after saving programs to the root directory which made
further saves impossible.
This program has a very definite feel of a computer graphics major with an average knowledge of how to use Visual Basic, scouring the internet hoarding pre-written graphic tools (buggy or not), dumping them into an heap and then tying it up in with a nice red ribbon bow. Well... enjoy the bow.

Pros: Is much easier to use when creating icons and cursors, in comparison to some other programs I've tried.
Cons: Not user friendly, so pretty troublesome when learning the controls and features
