Icon Constructor converts BMP, JPEG, GIF, PNG, PSD, TGA, and TIFF formats into Windows icons. You can find many images on the Internet and convert them to icons for use on your Windows desktop and in applications. It supports Windows XP icons in 32-bit color depth with an alpha channel; now you can create semitransparent XP icons easily. With only a few clicks, any image you find on the Internet or create in a paint program can be turned into an icon. Assign eye-catching icons to individual Windows folders, making every folder different. Our FriendlyLINK technology allows for the ability to create icons using pictures of your friends and family. By clicking on this icon, the default e-mail client will start and you'll be able to send an e-mail. The simple Icon Constructor interface makes it easy to change the look of an individual folder.
Version 2.3 features a new user interface and styles, and adds ICQ, AIM, and e-mail shortcuts.

Cons: Not impressed. This was once a giveaway on giveawayoftheday.com, and i downloaded it and was not impressed at all. Limited in options, and can only make icons from already existing images, meaning it is basically an icon converter, and not an icon editor.

Pros: the creators of this product chose to tag half the images created in a set with "trial"
they also chose to try and access the internet when you install passing some infomation from your computer. if you chose to disallow access the setup program never exits.
when you finally become sick of tyhis application (in my cae after 2 minutes) and try to uninstall the uninstaller also tries to access the internet and pass more information from your computer. if you disallow access to the uninstaller it never proceeds with the uninstall. in my case i deleted the program manually. who knows what else they left on my opc./
save yor self the headache. there are many finer programs available which do not intrude on your privacy and offer full trial versions.

Pros: Nice Interface, Nice Wizards, Nice Options... I hate to say it but this is a NICE little program and CUTE in the way it TRIES to be something MORE than it is...
Cons: It is HELPLESS in the end because it does NOT have BATCH PROCESSING and some of the BUILT-IN WIZARDS prevents you from truly doing it the way YOU WANT... Needs ALOT of work before it can become TRULY USEFUL because although it allows you to create XP icons you cannot control how it is done. MORE CONTROL, MORE OPTIONS needed...
