Publisher's description of ExeJ

From Sureshot: ExeJ is a command-line tool that creates a batchlike executable (EXE file) for your Java application. The command line used to start your Java application is wrapped in the generated executable and the user can simply start the Java application with a double-click. Version 1.01 is a maintenance release fixing a few minor bugs.

Limited, but vaguely functional

Pros: Seemed to generate the exe

Cons: requires java or javaw in same directory. No assimilation of the correct jre. Leaves wide gap for end users to get confused about jre issues.
