Publisher's description of DirectX Software Development Kit

From Microsoft:

This DirectX SDK release contains updates to tools, utilities, samples, documentation, and runtime debug files for x64 and x86 platforms. New features in this release include updated libraries to support the initial release of Windows Vista. In addition, several new samples and articles have been added. The DirectX December 2006 SDK also contains the first official release of Direct3D 10, the latest graphics platform from Microsoft. Developers can now publish and distribute Direct3D 10 applications and games that leverage all of the software and hardware features of Direct3D 10 in Windows Vista.

Pros: look below

Cons: it says it works with windows 2003 server, why does it say whe I try to run it, it doesnt work with this op system?
So far no good, wasted 2 hours dl it.
