Publisher's description of DXVU Meter
From xFX JumpStart:This control provides a graphical representation of any audio input using VU meter bars, an oscilloscope, or both. The control is fully resizable so that it can fit into any form design, and the VU mode supports vertical and horizontal bar placement. The VU meter bars calculate the RMS value of the monitored audio and display the peak value. The oscilloscope samples the data and displays it as a waveform. The control can save audio into a WAV file, and since it uses a circular buffer there's no limitation on the amount of audio that can be captured. New version includes support to select the playback device, enhanced rendering engine, and a fully functional frequency analyzer sample application.
Note:In this demo version, the control can only be tested using the included samples.

Version: DXVU Meter 2.0
Pros: No limitations! Well ok, the only limitation is "A nag screen will be displayed every time the control is initialized.". That's it? Sweet! It doesn't interfere with the program's excellent features. Worth downloading if you've been searching all over for a sound monitor like me.
